Position Summary
The Internal Control Manager supports and reports directly to the Head of Risk and Internal Control, ensuring the effectiveness of the internal control environment across RMIT Vietnam. This role provides management with assurance on control design and implementation, contributing to a robust governance framework.
Working collaboratively with the Risk Management, Compliance, Internal Audit functions, and key stakeholders across schools and portfolios, the Internal Control Manager is responsible for assessing the design and effectiveness of controls. By providing a bottom-up perspective, this role strengthens senior management's oversight and fosters a culture of accountability and continuous improvement within the university's internal control environment.
KEY ACCOUNTABILITY
• Design and implement a robust internal control framework that integrates with RMIT University’s overall governance, risk management, and compliance structure.
• Establish and maintain Standard Operating Procedures (SOPs) for internal control processes.
• Advise schools and portfolios in identifying and documenting key processes and control mechanisms, ensuring alignment with Tier-1 and Tier-2 risk management strategies.
• Support investigations or deep-dive reviews into control deficiencies or major incidents to mitigate risks and enhance resilience.
• Conduct regular and ad hoc reviews to evaluate the design and effectiveness of controls, especially in response to changes in the internal or external environment.
• Develop and deploy control self-assessment tools for control owners, enabling regular evaluation of their control environments using a risk-based approach.
• Produce high-level management reports on the performance and effectiveness of internal controls. Provide actionable insights and recommendations to senior leadership, the Vietnam Leadership Team, and governance committees.
• Lead initiatives to raise awareness of internal controls and their importance across RMIT Vietnam, including training and engagement programs.
• Collaborate with the Risk, Compliance, and Internal Audit functions to enhance oversight and ensure an integrated approach to governance.
• Identify and implement opportunities for improvement in control mechanisms and processes.
• In collaboration with the Risk management function, build a collaborative and cohesive team of stakeholders. This will achieve effective and efficient risk oversight, fostering a high-performing and engaged group, ultimately strengthening the risk culture across RMIT Vietnam.
Job requirements
KEY SELECTION CRITERIA
1. Bachelor’s Degree in Finance, Business or related fields.
2. At least 5 years’ experience in a management or senior risk management position in a multinational company in Vietnam or region.
3. Experience in leading and undertaking risk, control, or compliance assurance activities. Education related experience is an advantage.
4. Demonstrated mastery of control disciplines at an organisation wide and integrated risk, processes, controls and techniques, risk-related to operations, regulations and compliance.
5. A thorough knowledge of professional standards, frameworks and tools to support developing Internal control system which will support the risk management, operations and regulation compliance.
6. Demonstrated ability to influence a stronger control environment and culture across the organization.
7. Excellent interpersonal communication, influencing and relationship building skills, including the ability to effectively communicate with a range of people across and external to the University and in a wide range of cultural and communication contexts.
8. High level of initiative and the capacity to manage competing priorities within tight deadlines.
9. Ability to display appropriate behaviour in line with the position and RMIT Values.

The role located is Ho Chi Minh city Vietnam, is open for both local expatriate candidates only.
English Proficiency
English is the language of teaching and communication at RMIT Vietnam. For this role, the minimum requirement is IELTS 6.5 (General) with a score of at least 6.0 or 170 in Lingua Skills.
